Policy on Use of i3Detroit for COVID-19 Purposes

- These rules shall remain in effect until the Board of Directors of i3Detroit (board) certifies, in agreement with directives from the State of Michigan, Oakland County, and City of Ferndale public health authorities, that the state of emergency has passed or if an official order to close is issued by the relevant authorities.
- i3Detroit is officially closed other than under the exceptions provided by these rules.
- Any individual entering the space must pass the screening guidelines for workers in Oakland County, reproduced below, from: https://www.oakgov.com/covid/supplements/Screening%20for%20Businesses%203.24.20c.pdf.
- Prior to entering i3Detroit, please record your answers to the screening questions here: https://forms.gle/69jK8xKBjembUYFt6
- If you fail the screening, do not enter i3, but stay home.
- If you pass the screening you are welcome to enter the space as approved.
- No person shall enter the space without explicit permission from the Limited Use Approval Executive Committee. Permission will only be granted for necessary i3 maintenance or for projects that meet all of the following qualifications:
- A project proposal has been submitted by a member of i3Detroit and approved by the Limited Use Approval Executive Committee; the requester has filled out the form available at https://forms.gle/vPdvf5Sc4bYodREB6.
- The project is to create a necessary medical device, necessary medical supplies, PPE, or components or prototypes of any of them.
- The project involves tools that cannot leave the space (if the tool can leave the space, this may be allowed at the zone coordinator’s discretion - check with them individually if you’d like to use that tool outside the space). The tools to be used for the project must be listed in the proposal along with how the requestor plans to sanitize those tools.
- There is an already-identified group or individual who will accept the items created, and this information is included in the request for access.
- No money may change hands for this project except for amounts donated to cover the cost of raw materials and machine usage; this information must be made available to the board upon request. Under no circumstances will i3 or anybody associated with i3 make any profit, or receive any sort of non-monetary compensation or benefit other than credit for their work and recognition for being excellent to others.
- Steps are taken to limit the amount of time and number of people in the space to the absolute minimum necessary (for instance, remotely monitoring 3d prints under the new camera policy, or having a single individual run both large lasers). Any part of the project that can be performed at home, such as design work or tasks like sewing, should be.
- All necessary equipment will require the user be already authorized to use it. New authorizations will not be granted at this time. All existing authorization requirements shall remain in force.
- After approval from the Limited Use Approval Executive Committee, any individual allowed access to the space will be published on a section of the wiki created for this purpose in compliance with the Oakland County regulation. This page will be located at COVID-19 Essential Individuals. That list will include the specific individual(s) allowed access and the specific project they will be working on. This list will also include the time(s) they are allowed access to better spread out the activity, reduce the number of people present at any given time, and may include a calendar style reservation system, if deemed necessary by the board.
- Upon entering the space, all individuals must wash their hands using both soap and water. WHO guidelines for hand washing must be printed out and posted near all hand washing stations. Individuals shall sanitize surfaces and tools prior to use. When leaving the space, users must sanitize any work surfaces, tools, hardware, and fixtures that have been used or touched in any area they have visited. This includes bathrooms, sinks, storage cabinets, door knobs, etc.
- While inside the space, all individuals must maintain the largest reasonably possible distance from each other, and always a minimum distance of 6 feet from each other unless they live in the same household.
- No more than three (3) individuals may be present at the space at any one time.
- The following areas are only to be occupied by one person at a time and must be sanitized upon change of occupant: FabLab, Craft Room, eLab, Media Lab, Classroom, the restrooms, as these are very small enclosed spaces. The Leather Loft is explicitly off-limits, due to safe access issues.
- The following traffic patterns shall be adopted to maintain appropriate distances:
- Before traversing the space members must look where they are going and ensure that they can do so without violating the six-foot separation rule.
- The hallway connecting the E-lab, media lab, bathroom, and classroom shall be one-way with traffic moving from the west hallway door, through the classroom, and exiting into the i3 main entrance area.
- The “not a hallway” Media Lab shall not be used as a hallway.
- People waiting to use the bathroom must stand a minimum of 6 feet from the door and other people.
- Before going through a closed door members shall either knock or shout in order to coordinate movement.
- Whenever possible use feet/hips/back/elbows/shoulders to open doors.
- i3Detroit will do its best to provide PPE & sanitizing supplies, but any users should be prepared to bring their own to comply with the rules, if necessary. If any necessary PPE or sanitizing supplies are not available, nobody shall enter the space and anybody already present must leave the space. If any necessary PPE or sanitizing supplies are running low or are used up, somebody present must post a message on the #shopping-list slack channel.
- If anyone not on the list of approved members shows up at the space, they shall not be allowed entry. Any approved person(s) present at the space must immediately notify the board. If possible, get contact information for whoever is there so that the board can appropriately follow up. If it is the authorities asking us to close, whoever is there must immediately pack up their stuff, leave the premises, and notify the board.
- Anyone who becomes ill with something they suspect may be COVID-19 and who has been at the space in the previous 14 days from onset of symptoms must immediately notify the board and include a list of anyone they shared the space with during said 14 days.
- These rules, the Oakland County regulations, and the list of approved members must be displayed in the entryway of i3Detroit. If your name is added to the list of approved members, you must replace the old list with the new version.
- Any disputes, edge cases, clarifications, exceptional circumstances, conflicting rules, amendments or other issues involving the interpretation and execution of these rules shall be mediated by the Limited Use Approval Executive Committeeand decisions communicated to involved parties and to the #covid-19-committee slack channel except where protecting anonymity is required. The principle of “good faith” shall be adhered to and good faith shall be assumed by default unless evidence shows otherwise. In case of conflict between these rules and the laws/lawful orders of the jurisdictions where i3 is located, or their representatives, the law shall take precedence over the specific rule in conflict with the remaining rules unaffected.
- Limited Use Approval Executive Committee approval is solely intended to confirm that projects are in compliance with the executive order and these rules. It does not imply any endorsement or technical review of member projects.
- For the purposes of these rules, notifying the board consists of posting a message in the #ask-the-board channel in slack, emailing board@i3detroit.com, or both. When required, this shall be done as soon as possible, but only after vacating the premises if so ordered by government officials.
